The practice includes: a former Secretary of Transportation who also served as Federal Highway Administrator; a former senior career official who served under seven Secretaries of Transportation, Republican and Democrat, was responsible for developing and defending the Department’s budget and authorizing proposals and also served as Deputy Assistant Secretary for Policy and International Affairs; a former Chief Counsel of the Federal Aviation Administration; a former Deputy Chief of Staff to the Secretary who also served as Chief of Staff to the Federal Railroad Administrator; a former appropriations counsel to the Chairman of the House Transportation Appropriations Subcommittee; and other former senior federal agency officials and key congressional staff.
