Adams Miller advises clients on matters of domestic and international law involving administrative process, regulatory compliance, and public policy. Mr. Miller brings a background in international environmental policy, years of experience working with federal regulatory agencies, and a demonstrated ability to work together with business and governmental interests to forge creative solutions to compliance-related problems and conflicts.
Mr. Miller’s experience in administrative law includes extensive work in the environmental, natural resources, energy, and energy transportation sectors. He has assisted clients in responding to some of the most significant federal enforcement actions brought under the Clean Water Act, the Hazardous Liquid Pipeline Safety Act, and the Clean Air Act.
Applying his experience in the fields of climate science and international climate policy, Mr. Miller also counsels clients on policy and market developments related to the regulation of greenhouse gas emissions and trading of emissions offsets, renewable energy technology investment, and legislative developments affecting renewable energy financing and applications.
Before joining Patton Boggs, Mr. Miller served as an international policy analyst for the National Oceanic and Atmospheric Administration’s Climate and Global Change Program. He was responsible for negotiating bilateral and multilateral agreements related to climate research, including as a member of the U.S. Delegation to the United Nations Convention to Combat Desertification, one of the multilateral environmental treaties arising out of the 1992 Rio Earth Summit. Mr. Miller has also worked extensively with governmental agencies and public and private entities throughout Southern Africa on issues related to climate prediction, natural resource management, and famine early warning.
