Betty Barton advises private and state and local clients on domestic and international policy issues involving strategic assistance, crisis management, and economic, environmental health and safety regulation.
Over the years, her efforts have resulted in the settlements of several high-profile national enforcement actions. Certain of these—particularly in the steel, utility and oil and gas sectors—are regarded as noteworthy examples of a “new” technology-oriented style of settlement and are regarded among members of the enforcement community and industry to be model prototypes for effective and expedited resolution of contentious issues. Recently, she worked with the state of West Virginia on clean coal technology and refining processes, counseled clients on compliance with the new pipeline integrity management requirements under the Pipeline Safety Act, and monitored LNG regulatory developments on behalf of clients. Ms. Barton has participated in several “regulatory reinvention” projects, including the White House initiative, Technology for a Sustainable Future, and in NEPA streamlining initiatives. She provided resource support to the EPA Innovations Task Force Aiming for Excellence. She is active in various international initiatives, participates in several voluntary organizations, and has assisted with such worldwide events such as the Denver Summit of the Eight. She has also been involved in the design and implementation of EHS management, compliance and social accountability programs for several Fortune 100 companies and has worked with companies to implement strategic plans—one of which led to the first registration under the ISO 14001 EMS Standard for a worldwide agricultural production company.
Prior to joining the firm, Ms. Barton was a policy and program consultant in Washington DC. She has been employed as a policy analyst for the Alaska House of Representatives, where she monitored socioeconomic stipulations for the proposed TransAlaska Natural Gas Pipeline System, investigated rural development issues and researched various matters pertaining to public land use and local government structure and service delivery. She has also been employed as an assistant city manager and a local government specialist where her duties included planning, training and technical assistance in the installation of municipal governments in rural Alaska and in the design and execution of a “circuit riding” city management program.
