Kate Boyce – the female partner with longest service at Patton Boggs – has built a broad-based public policy practice, primarily representing governmental and other clients before the Legislative and Executive branches of the U.S. government.
Early in her legal career, Ms. Boyce built upon her congressional experience and developed a practice in federal election and lobbying disclosure laws, representing U.S. corporations, trade associations and political action committees. She later began to focus on sovereign government representation, representing several foreign governments and an increasing number of Indian tribes and their enterprises on public policy matters. She also represents private sector clients in business and economic development, health care, and small business procurement policy matters and election law matters. Ms. Boyce founded the firm’s Native American Law practice and continues to represent Indian tribal governments, Alaskan Native Corporations (ANCs) and tribal-owned and other Native non-profit organizations, as well as tribal and Indian-owned businesses on federal appropriations and other legislation affecting tribes and ANCs in the areas of business, economic and community development, procurement policy and health care delivery.
Representative Matters:
- Washington counsel to numerous tribes and tribal organizations on a variety of legislative and regulatory matters, primarily lobbying to secure increased federal appropriations for Indian programs and tax and other incentives for tribal economic, business and community development initiatives, and for special tribal projects, including health clinics, roads and other infrastructure projects.
- Washington counsel to several Indian organizations and tribal- and other Native-owned businesses on economic and business development and federal procurement policy matters.
- Washington counsel to cancer and other health care organizations.
- Election law counsel to corporations and political action committees.
- Eight years as Washington counsel to Cherokee Nation, conducting the firm’s appropriations and legislative activities on behalf of the tribe and assisting in litigation filed by the firm in the Court of Federal Claims for breach of trust for mismanagement of the tribe’s Arkansas Riverbed lands.
- Special counsel to develop and implement a massive campaign to help California tribes enlist Congressional support, and help persuade the Departments of Interior and Justice to permit Indian gaming operations to continue pending negotiation and approval of tribal-state compacts.
