Todd Cranford draws from his extensive experience in the public sector and with securities and financial services issues to assist clients on matters related to public policy, Securities and Exchange Commission (SEC) enforcement, capital markets, and corporate governance, among other matters. Mr. Cranford’s government experience gives him an insider’s understanding that allows him to advance his clients’ interests and help to see that their needs are being addressed by Congress.

Before joining Patton Boggs, Mr. Cranford was Senior Counsel to the U.S. House of Representatives Committee on Financial Services, advising Chairman Barney Frank (D-MA) and other members on a breadth of substantive policy and legal issues coming before the committee. Specifically, he dealt with mutual fund reform, implementation of the Sarbanes-Oxley Act (SOX) of 2002, hedge funds, oversight of national securities exchanges, and credit rating agencies, while also focusing on market structure issues and securities arbitration.

Mr. Cranford was also Senior Counsel in the SEC’s Division of Enforcement, investigating, developing, and instituting civil and administrative actions involving violations of the federal securities laws, such as insider trading, financial fraud, and market manipulation. During that time, he also worked in the Office of International Affairs at the SEC, assisting attorneys in home and regional offices as they conducted investigations and prosecuted civil actions by seeking assistance from foreign regulatory authorities pursuant to various conventions, memoranda of understanding, and other agreements.

Earlier in his career, Mr. Cranford served as Legislative Liaison between Office of the Manhattan Borough President Ruth Messinger and elected officials on local, state, and federal levels. He had previously worked on the national advance staff for the Clinton-Gore ’92 presidential campaign, supervising staff and volunteers and acting as a liaison between the national campaign headquarters and field offices. In addition, Mr. Cranford was involved in various aspects of commercial litigation as an attorney in the New York headquarters of one of the 50 largest U.S.-based international law firms.
