Clay Constantinou, U.S. Ambassador to Luxembourg from 1994-1999 and a member of Patton Boggs’ Public Policy and International practice groups, represents domestic and international clients in attaining their business objectives. Amb. Constantinou employs his relationships around the world to solve clients’ problems.
Currently, Amb. Constantinou serves as Senior Advisor to the U.S. District Court-appointed Liquidating Trustee, where over $250 million has been recovered thus far for the benefit of defrauded shareholders. As the U.S. Ambassador to Luxembourg under President Clinton, he was the principal advocate of all U.S. diplomatic and commercial interests and periodically advised the President on Eastern Mediterranean issues. He also assisted in the negotiations and signing of the Mutual Legal Assistance, Double Taxation, and Open Skies Treaties. During the 1997 Luxembourg European Union Presidency, he participated in key negotiations with EU officials on trade and global cooperation issues, including the U.S.-EU Summit hosted by President Clinton.
Following his diplomatic service, Amb. Constantinou was the Founding Dean of the John C. Whitehead School of Diplomacy and International Relations at Seton Hall University. During his six-year tenure, he led the school to extraordinary growth and prominence. Among other accomplishments, he established the World Leaders Forum where international leaders and influential policymakers convened to discuss critical global issues. Among the many distinguished presenters were President Mikhail Gorbachev, President Shimon Peres, UN Secretary General Kofi Annan, President Mohammad Khatami, and EU Court of Justice President Gil Carlos Rodriguez Iglesias.
Previously, Amb. Constantinou practiced law in New Jersey for many years, and later became a partner at one of New Jersey’s premier law firms. He concentrated on all areas of business transactions, corporate and commercial matters and litigation, tort litigation, public finance, banking, and administrative law. Amb. Constantinou has been very active in civic affairs. Among his many activities, he served as National Co-Chair of Finance and Delegate for the Presidential campaigns of U.S. Sen. John Kerry (2004), Governor Bill Clinton (1992), and Governor Michael Dukakis (1988).
