Cliff Massa III assists clients in the development and implementation of congressional and administrative strategies on public policy issues, focusing on federal income tax matters. Mr. Massa has managed and participated in coalition-oriented projects that seek or oppose substantial changes in federal tax laws and has directed single-client projects that deal with targeted tax proposals. The congressional tax-writing committees, the Treasury Department and the Internal Revenue Service have been his principal venues.

Mr. Massa is particularly familiar with both concepts and details of numerous proposals for broad-based consumption tax systems that would be either additional taxes or partial-to-complete replacements for current federal taxes. He has assisted in the drafting of congressional proposals, and he chaired the Committee on Value-Added Taxes of the Tax Section at the American Bar Association, which developed the section’s principles for consumption-based taxes.

Before joining the firm, Mr. Massa served for more than seven years with the National Association of Manufacturers (NAM), which included serving as vice president of taxation and fiscal policy.
