David Robinson has been practicing before the Federal Energy Regulatory Commission since 1973. He regularly represents private parties in contract, rate and tariff disputes involving natural gas and oil. 

Since 2003, he has been representing four intrastate Alaska natural gas pipelines in rate and tariff proceedings before the Regulatory Commission of Alaska.  

Mr. Robinson has participated in more than 100 litigated matters before federal courts, federal and state agencies, and arbitration panels.

Representative Matters
  • Represents Marathon Oil Company and its four Alaska intrastate natural gas pipelines in rate, certificate and rulemaking proceedings before the Regulatory Commission of Alaska, and, in rulemaking, before the Federal Energy Regulatory Commission.  He has been lead counsel since 2003 in all pipeline rate cases of the Kenai Kachemak Pipeline, Beluga Pipe Line, Cook Inlet Gas Gathering System and Kenai Nikiski Pipeline (seven contested cases in all).
  • Represented natural gas producers, as shippers, before FERC in pipeline rate and certificate cases.
  • Represented intrastate natural gas pipelines and gas gatherers before FERC on rate and jurisdictional issues. 
  • Advised the State of Louisiana over a fifteen year period on issues involving federal regulation of natural gas and natural gas transportation.  Represented Louisiana before FERC in pipeline rate and certificate proceedings.
  • Represented two oil producers before FERC in tariff proceedings of oil pipelines.
  • Testified before FERC for the Interstate Oil Compact Commission on the effect of FERC policies on state conservation programs.
  • Testified before FERC for the State of Louisiana on effects of FERC ratemaking policies on international competition in natural gas.
  • Analyzed energy supply proposals and negotiated gas transportation agreements for marketers and industrial users.
