Emily Dillard applies her insider's knowledge of Capitol Hill when advising health care clients, including medical professional associations, skilled nursing facilities, hospitals, pharmaceutical companies and dialysis facilities, on legislative and regulatory matters and the implementation of national health care reform.
Before joining Patton Boggs, Ms. Dillard served as the health care legislative aide to United States Senator John Cornyn (R-TX). She played an active role in the 111th Congress’ health care reform debate and has an in-depth understanding of the Patient Protection and Affordable Care Act (PPACA). Ms. Dillard has experience in a wide range of health care issues, including the Labor Health and Human Services Appropriations Bill, end stage renal disease, long-term care, Medicare physician reimbursement and fee schedules, Medicare survey and certification and the State Children’s Health Insurance Program. She has also been involved in major health care legislation, including the Medicare and Medicaid Extenders Act of 2010, the Patient Protection and Affordable Care Act of 2010, the Children’s Health Insurance Program Reauthorization Act of 2009, the Family Smoking Prevention and Tobacco Control Act and the Medicare Improvements for Patients and Providers Act of 2008.
Prior to her work with Senator Cornyn, Ms. Dillard worked for a Washington-based government relations firm assisting clients in identifying federal funding sources, congressional advocacy efforts and in the development and execution of legislative strategies.
