Elizabeth Ryan advises clients on a range of international policy and legal matters in the U.S. and overseas.  Her work includes the development of comprehensive strategic plans to advance public-private partnerships and to address complex legal and regulatory issues requiring attention at the federal level.  Ms. Ryan’s clients also include domestic and foreign corporations, non-governmental organizations, and governmental entities working in the Middle East and North Africa.

Since joining Patton Boggs, Ms. Ryan has served as legal advisor to a $100 million philanthropic fund established by the State of Qatar.  In this capacity, she managed and oversaw impact-oriented investments in housing, health care, and educational projects and developed major collaborative partnerships with prominent non-governmental organizations and U.S. universities.

Before entering private practice, Ms. Ryan served in the U.S. House of Representatives as an aide and counsel to the House Select Bipartisan Committee to Investigate the Preparation for and Response to Hurricane Katrina.  In this role, she assisted with the assessment of local, state and federal government emergency plans. Previously, Ms. Ryan served as a law clerk for the House Committee on the Judiciary and as an intern for the Senate Committee on Appropriations Subcommittee on Commerce, Justice, State, and the Judiciary.

In addition to her work in the U.S. Congress, Ms. Ryan draws on her previous experience with the CNN News Group at Turner Broadcasting Inc., where she developed a strong background in media and public affairs that augments her practice.

Ms. Ryan was selected as a 2012 Fellow of the United Nations Alliance of Civilizations for the Middle East and North Africa region where she gained significant experience in Morocco, Jordan and Saudi Arabia.
