As Chair of the firm’s Export Control Practice Group, Giovanna Cinelli (pronounced "Cninelli")advises a number of defense companies and high technology industries on complex export/import control and compliance matters involving export transactional due diligence, investigations, audits, technology transfer, licensing, national security, and industrial espionage issues. Her clients include members of the satellite, fighter craft, military platforms, encryption, computer, and software industries.

Ms. Cinelli has worked extensively with the Departments of State, Commerce, Defense, Treasury, Energy, and the Office of the United States Trade Representative (USTR) on these matters, and was a member of the Defense Trade Advisory Group (DTAG) at the U.S. Department of State from 1992 through 2008, where she held the position of Vice Chair from 2006 through 2008.

She has also been a member and Vice Chair of the Regulations and Procedures Technical Advisory Committee (RPTAC) at the U.S. Department of Commerce, where she advised the Department on issues related to export and trade of commodities and technical data governed by the Department of Commerce.

In addition, Ms. Cinelli has participated at the invitation of the Departments of State and Commerce in their programs for Foreign Export Control Officials, advising on issues related to export regulations, audit, compliance, and investigation matters. Through this program, Ms. Cinelli has also assisted the governments of Kazakhstan, Russia and Ukraine in the development and establishment of their respective export control regimes.

Ms. Cinelli has appeared as an expert on international arms and technology transfer issues on CNN's Burden of Proof and MSNBC’s Hardball with Chris Matthews. She has published extensively in her fields of expertise and has been a monthly columnist to The Licensing Journal, specializing in technology transfer issues. Ms. Cinelli also lectures on the subjects of trade and technology, encryption, national security, and export due diligence.

As a Naval Reserve Intelligence Officer, Ms. Cinelli maintains expertise on national security issues and U.S. defense threat analyses. She is also fluent in French and Italian.
