Greg Louer advises clients on diverse matters involving environmental, health and safety law, in addition to emerging issues affecting the technology and communications space. Mr. Louer provides clients with strategic guidance and counseling on legislative, regulatory and litigation matters, leveraging his experience in Congress, the Federal Communications Commission and his work with two major telecommunications providers.
Mr. Louer spent more than six years serving in senior legislative positions in the U.S. House of Representatives, where he advised two members of the Energy and Commerce Committee. During his tenure in Congress, he first served as policy director and chief workforce policy advisor for the late Rep. Charles W. Norwood (GA-10), who chaired the House Education and Workforce Subcommittee on Workforce Protections. The Subcommittee on Workforce Protections oversees U.S. occupational safety and health policy, and is the primary subcommittee of jurisdiction with oversight over OSHA, MSHA and NIOSH. Mr. Louer advised Chairman Norwood during the Subcommittee’s investigation of several high-profile mining accidents in West Virginia and Kentucky; the investigations ultimately led to the passage of the MINER Act, the first major amendment to mine safety and health statute since the 1970s.
Mr. Louer also served as policy director and chief communications law advisor to Rep. Marsha Blackburn (TN-07), who currently serves as the Energy and Commerce Committee’s vice chair for the Subcommittee on Commerce Manufacturing and Trade, and who also serves as a member of the subcommittees on Technology and Communication, and Oversight and Investigation. During this time, Mr. Louer managed Rep. Blackburn’s legislative office and directed the legislative agenda for the Congressional Songwriters Caucus, which provides a forum to address critical copyright and technology issues impacting songwriters and the entertainment industry overall.
