Gregory Walden is a nationally recognized authority in the fields of aviation and government ethics with extensive experience in government service and private practice. Mr. Walden counsels passenger and cargo airlines, air taxi operators, companies that buy, sell, lease or own aircraft, fixed-base operators, airports, security companies, shippers, and citizens groups with matters pending before U.S. Department of Transportation, the Federal Aviation Administration, the National Transportation Safety Board, the Transportation Security Administration, U.S. Customs and Border Protection and Congress. He also advises current and prospective Presidential appointees, Members of Congress and congressional candidates, companies and individuals on government ethics issues, including the Lobbying Disclosure Act; Foreign Agents Registration Act; Foreign Corrupt Practices Act; House and Senate gift, travel, and financial disclosure rules; and the Executive Branch Standards of Conduct.

Mr. Walden teaches aviation and transportation law at George Mason University. He has taught aviation law for the Law School since 1998, and developed and teaches the University’s first post-graduate course in transportation law for the School of Public Policy. He is co-author of Aviation Law – Cases and Materials, published by Carolina Academic Press (2006).

Before joining the firm, Mr. Walden served as a member of the Interstate Commerce Commission, as chief counsel of the Federal Aviation Administration and as associate deputy attorney general with the U.S. Department of Justice, where he had previously served as special assistant and counselor to the assistant attorney general, Civil Division. Mr. Walden also served as associate counsel to President George H.W. Bush, and as transition ethics counsel for then-President-Elect George W. Bush.

Representative Matters
  • Serves as Washington counsel for several airports regarding FAA reauthorization legislation and FAA rules, policies and programs.
  • Assists several airports in securing airport improvement program funding and in obtaining sufficient TSA screener and CBP agent staffing.
  • Assisted a large hub airport with securing government approvals for installation of explosive detection system equipment in airport terminals in-line.
  • Serves as Washington counsel for a foreign air carrier, a scheduled commuter carrier (and Essential Air Service provider) and several air taxi operators.
  • Advises scheduled airlines and air taxi operators regarding compliance with Federal Aviation Regulations and regulations of the Office of the Secretary of Transportation, including the Air Carrier Access Act and and other consumer protection regulations.
  • Assisted foreign airline in obtaining U.S. and Canadian government approvals for cooperative agreements with a U.S. and Canadian carrier.
  • Represented a start-up air carrier in obtaining government certifications and in complying with FAA and TSA regulations.
  • Assisted cargo carrier and air taxi operators with obtaining waivers and exemptions from various provisions of the Federal Aviation Regulations.
  • Assists foreign and U.S. carriers with compliance with Canadian Transportation Act, representing them before Transport Canada and the Canadian Transportation Agency.
  • Assisted many companies and individuals in obtaining substantial mitigation of civil penalties sought by the FAA and DOT for alleged violations of the Federal Aviation Act and regulations issued thereunder, and has counseled several companies regarding an airport's compliance with federal grant assurances.
  • Assisted companies in obtaining FAA No Hazard determinations with respect to proposed structures.
  • Advised fractional ownership companies on FAA and DOT regulations.
  • Drafted and reviewed air charter management agreements, time share agreements and purchase and sale agreements, and advised companies on FAA regulations and policies governing charter carriers, general aviation operations, and registration and deregistration of aircraft.
  • Served as an expert witness in a civil suit regarding legal options of a multi-airport sponsor to address problems of congestion and delay.
  • With respect to his government ethics practice, Mr. Walden advises companies and individuals on the meaning and application of various ethics laws, including provisions in Title 18, the standards of conduct for executive branch officers and employees, financial reporting requirements applicable to presidential appointees and candidates for Congress, the Lobbying Disclosure Act, the Foreign Agents Registration Act and the Foreign Corrupt Practices Act.
