Glenn Willard helps candidates for public office, political committees, corporations and non-profit organizations participate in federal and state elections under complicated and varied campaign finance regulations, while guiding organizations through the many public ethics and lobbying regulations at the federal and state level as they seek to influence public policy. Mr. Willard also defends candidates and other political organizations before federal and state administrative agencies and courts.
Having served as lead counsel to Commissioner David Mason of the Federal Elections Commission (FEC) – handling enforcement, regulatory and policy matters and, before that in private practice, litigating the constitutionality of state campaign finance regimes in federal courts – Mr. Willard is proficient in all facets of campaign finance law. In addition, Mr. Willard’s knowledge of federal and state public ethics and lobbying laws enhances his clients’ ability to lawfully contribute to the public policy debate and achieve their objectives.
Mr. Willard clerked for U.S. 7th Circuit Court of Appeals Judge John L. Coffey, Judge Robert Holmes Bell of the U.S. District Court for Western District of Michigan, and Judge Joseph Baker of the Virginia Court of Appeals.
Mr. Willard was previously an administrative law judge in the Michigan Department of Labor, having received gubernatorial appointments by Governors John Engler and James Blanchard.
