Hannibal G. Williams II Kemerer concentrates his practice in litigation and legislative affairs with a particular focus on the U.S. Senate, its rules and procedures, and the Judiciary Committee’s jurisdiction. With nearly six years of experience in legislative matters and an extensive working knowledge of Congress, he also helps advance the strategic goals of clients involved in governmental investigations, the Federal legislative process and a broad range of other issues as they develop before Congress.
Before joining Patton Boggs, Mr. Kemerer served as the chief counsel of the Senate Judiciary Committee’s Crime and Drugs Subcommittee, where he was the lead lawyer for the Honorable Arlen Specter (D-PA). In this position, he was a principal Judiciary Committee attorney to a five-term incumbent who had served as both Chairman and Ranking Member of the Committee. Mr. Kemerer assisted members, on both sides of the aisle, in enacting legislation and oversaw high-profile congressional investigations.
In addition, Mr. Kemerer supervised Senator Specter’s antitrust, tort reform, intellectual property, civil rights and criminal law portfolio. He served on the Judiciary Committee during the Supreme Court confirmation hearings of Chief Justice Roberts, and Justices Alito, Sotomayor and Kagan – as Senator Specter’s lead attorney on the latter two.
Prior to his service on the Judiciary Committee staff, Mr. Kemerer was an Assistant General Counsel at the National Association for the Advancement of Colored People’s (NAACP) headquarters in Baltimore, where he maintained a nationwide litigation portfolio and helped orchestrate a multi-pronged litigation strategy to obtain relief for African American visitors to Myrtle Beach, South Carolina during “Black Bike Week.” Before joining the NAACP staff, Mr. Kemerer litigated complex, multi-party employment cases at a Maryland law firm.
Representative Matters
- Deposed the former Attorney General’s Chief of Staff, former Director of the Executive Office of U.S. Attorneys, interim U.S. Attorney for New Mexico, and Principal Associate Deputy Attorney General as part of the bicameral and bipartisan investigation into the requests for resignations of nine U.S. Attorneys.
- Conducted more than 20 depositions and reviewed evidence during investigation into SEC whistleblower’s allegations of unlawful influence.
- In sovereign defense litigation, served on a team that generated dispositive motions and obtained an order granting dismissal in Stern v. Arab Republic of Egypt, Case No. 1:99-cv-00070-LFO (D.D.C.). This case, removed on federal question grounds, involved the non-commercial tort exception in the Foreign Sovereign Immunities Act.
- Worked as part of a team that generated dispositive motions and facilitated ultimate disposition (settlement) in case, removed on diversity grounds, involving an alleged breach of a non-compete agreement and tortious interference with economic relations, Travelers Entertainment v. Crowell, Case No. 1:01-cv-227 (E.D.N.Y.).
- Coordinated with outside counsel to plan and manage all phases of pre-trial discovery, including preparing for and taking depositions, and responding to written discovery in 42 U.S.C. § 1983 litigation, N.A.A.C.P. v. City of Myrtle Beach, 2006 WL 2038257, D.S.C., July 20, 2006 (NO. 4:03-1732-25TLW).
- Served on a litigation team that generated two successive prevailing appellants’ briefs to the United States Court of Appeals for the Fourth Circuit in case alleging alienage discrimination under 42 U.S.C. § 1981, Nagy v. Baltimore Life Ins. Co., 215 F.3d 1320 (4th Cir. (Md.) Jun 5, 2000), appeal after remand, Saad v. Baltimore Life Ins. Co., 47 Fed.Appx. 228, 2002 WL 31123876 (4th Cir. (Md.) Sep 26, 2002).
- Litigated complex, multi-party, case involving employment discrimination and class action allegations in Richard v. Bell Atlantic Corp., 209 F.Supp. 2d 23 (D.D.C. 2002).
