Jennifer Bell provides strategic counsel regarding legislative initiatives and regulatory policy to Fortune 500 companies, coalitions, and trade associations. She works with U.S. Senators and Representatives, authorizing committee staff, governmental advisory bodies, and Executive Branch officials to affect outcomes that help grow her clients’ businesses or protect them from uncertainty and risk. She has a proven track record of success in each major health care bill enacted in the last decade, through her ability to persuasively communicate complex concepts and programs at the highest level of government and business.

Ms. Bell advises a wide variety of clients, including acute and post-acute care hospitals, dialysis providers, skilled nursing facilities, home health agencies, hospices, physician groups, pharmacy-related providers, pharmaceutical and device manufacturers, technology companies, private equity investors, and hedge funds. She has experience working with and managing other professionals, including coalitions and outside counsel, and frequently speaks on health care policy and politics for C-level executives, industry, and investor groups.

Ms. Bell has several years of Capitol Hill experience, including working as the majority health policy advisor for the Senate Finance Committee where she developed and managed legislative initiatives regarding Medicare fee-for-service programs, including passage and implementation of the Medicare Modernization Act of 2003. In this position, she provided detailed policy briefings to bipartisan committee members, individual Senators, and staff and represented Senator Chuck Grassley in House-Senate Conference Committee negotiations on hospital and ambulatory payment policies.

Ms. Bell also served in a number of capacities for then-Representative John Thune developing policy and political strategies on health, tax, and education issues. In her position with the Senate Committee on Health, Education, Labor, and Pensions, she conducted background research and analyzed health policy relating to Medicare and prescription drugs.

With a thorough understanding of the legislative process, she has strong bipartisan relationships within the Senate Finance Committee, the Senate HELP Committee, the Senate Judiciary Committee, the House Ways and Means Committee, and the House Energy and Commerce Committee, as well as the Senate and House leadership. She works regularly with political appointees and civil servants at the Department of Health and Human Services, the Centers for Medicare and Medicaid Services, the Medicare Payment Advisory Commission, the Government Accountability Office, and the Congressional Budget Office.

Ms. Bell is a licensed speech-language pathologist.
