Julie Black assists with the research, development and implementation of legislative and regulatory strategy for her clients, which include public health programs, local governments, medical professional associations, hospitals, inpatient rehabilitation hospitals and units and dialysis facilities. She successfully advanced her clients’ interests in the Affordable Care Act and has a continuing focus on the implementation of the comprehensive health care reform law. Ms. Black is an expert in the quality measure development process and has engaged in the National Quality Forum measure endorsement process on behalf of clients.
Before joining Patton Boggs, Ms. Black worked in the office of U.S. Senator Richard G. Lugar (R-IN), where she gained extensive knowledge of the legislative process and established strong relationships on Capitol Hill. She is the co-founder and co-editor of the health policy blog “Capital Thinking Health Care.”
