Jennifer Cetta advises and represents a diverse array of commercial and non-commercial educational clients with business strategy and public policy concerns in the areas of wireless, wireline, media, and broadband communications before the Federal Communications Commission (FCC), Congress, and the Administration.

Ms. Cetta has counseled numerous clients on various legislative, regulatory, and public policy strategies. She is highly knowledgeable in the area of universal service reform, particularly matters related to the Schools and Libraries (E-rate), High Cost, and Rural Health Care support programs. She advises clients on Eligible Telecommunications Carrier (ETC) designation requirements and filings before the FCC, as well as on matters of regulatory compliance, spectrum policy, enforcement, tower siting and National Environmental Policy Act (NEPA) compliance, and information technology. She also is well versed on spectrum relocation, privacy compliance, regulatory forbearance, foreign ownership, E-911, and homeland security issues.

Ms. Cetta’s other professional experience includes employment with a prominent national wireless telecommunications carrier where she represented the company on legislative, regulatory, and business matters; a major national law firm; and an energy industry trade association. Prior to law school, Ms. Cetta was a White House correspondent covering education and labor issues before Congress and the Administration. She also covered state politics as a journalist in North Carolina and Pennsylvania.

Representative Matters
  • Advised companies on Treasury Department Foreign Assets Control sanctions and trade concerns relating to potential joint ventures and partnerships.
  • Helped secure Congressional approval of voluntary rollout of a federal commercial mobile alert system for wireless providers.
  • Represented clients regarding legislation to create a trust fund for the relocation of government incumbents on spectrum to be auctioned for advanced wireless services.
  • Helped client ward off efforts to restrict use of Wi-Fi antennas in airport lounges in violation of FCC rules.
