Joshua Greene, a member of the firm’s Public Policy Department, uses his experience as a former Congressional staff member and entrepreneur in assisting clients to achieve their goals before Congress, regulatory agencies, and state and local governments.

Mr. Greene’s practice focuses on energy and environmental policy and business planning, with a particular concentration on renewable and alternative energy development, generation, distribution, and project finance.

In addition to Mr. Greene’s energy-related public policy counseling, he advises clients on competition issues, consumer protection, technology, financial services regulation, and Congressional investigations. A key component of Mr. Greene’s client counseling involves working with and building diverse coalitions in advocating his clients’ interests.  He is also recognized within the firm as one of its authorities on Congressional practice and procedure.

Mr. Greene has a strong commitment to pro bono legal work, and has assisted in matters to advance bipartisan legislation involving a range of policy issues, including human rights legislation.  In 2004, he was awarded The 2004 Nguyen Thi and Vu Thik Kim Dung Human Rights Award for outstanding public service to human trafficking victims throughout the United States, through advocacy for and speedy passage in Congress of the Trafficking Victims Protection Reauthorization Act of 2003.

Before joining Patton Boggs in 2002, Mr. Greene served as a senior legislative assistant and aide to two members of the New York Congressional delegation.  In these capacities, Mr. Greene advised and provided policy analysis to the Congressmen on legislation and agency regulations, as well as policy matters unique to the State and City of New York.

Mr. Greene’s other professional experience includes serving as Chairman of a privately- held holding company involved in the retail food-service industry and as a former President of commercial building services contracting company.

While at law school, Mr. Greene was a member of the Law Review and Moot Court Board.  He also served as the senior law clerk to the General Counsel of the Maryland Commission on Human Relations, where he provided legal, regulatory, and investigative analysis for the Commission’s preparation and filing of employment and housing discrimination enforcement actions.  Outside the firm Mr. Greene is extremely active in his local community, where he sits on the boards of both civic and charitable organizations and acts as an advisor to many state and local public officials.
