Janet Moran concentrates her practice on matters before the Federal Communications Commission (FCC) and the Federal Energy Regulatory Commission (FERC). Her work has included counseling commercial wireless providers, broadcasters, and tower companies on FCC licensing, compliance and enforcement matters. She has assisted in all phases of client participation in FCC Spectrum auctions, including structuring start-up entities, advising on bidding and anti-collusion rules, and post-auction transactions. Ms. Moran has also assisted in securing regulatory approval of foreign investment in domestic communications companies and securing financing through the Rural Utilities Service.

Ms. Moran also assists companies in complying with the Federal Energy Regulatory Commission’s (FERC) hydroelectric and electric power marketer regulations. She has advised lenders, power plant developers, owners, and equity investors on structuring mergers and acquisitions to comply with and minimize U.S. federal and state public utility regulation.

Ms. Moran has had substantial transactional experience in energy and telecommunications mergers, acquisitions and strategic investments. She has represented lenders on federal and state energy regulatory matters involving the acquisition of generating projects and preparation of necessary state and federal applications for approval necessary to close such transactions.

Ms. Moran has experience in administrative litigation before the FCC and the District of Columbia Circuit. She is currently representing a client in the first FCC cellular license renewal challenge. Ms. Moran also assists clients in minimizing liability associated with FCC and Federal Trade Commission (FTC) do-not-call regulations and the FCC rules related to political broadcasting.
