Jennifer Richter chairs the Technology and Communications practice group at Patton Boggs and brings years of in-depth experience in the communications field to her clients in the industry. In addition to an impressive record representing prominent wireless carriers, she possesses an insider’s knowledge of the business, gained while serving as the vice president and general counsel of a wireless communications company she helped build from its formation to its ultimate sale to Sprint Corporation in 1999. She is recognized for exceptional depth in wireless broadband spectrum transactions and wireless regulation, representing clients who are deploying WiMAX networks and developing WiMAX and LTE technology.
As a partner at Patton Boggs, Ms. Richter represents a variety of communications and technology companies in regulatory, transactional, policy, bankruptcy, and general corporate matters. Her practice includes leading negotiations on a wide range of communications and technology transactions, including spectrum acquisitions, spectrum leases, fiber optic indefeasible-right-of-use (IRU) agreements, service agreements with major carriers, roaming agreements, backhaul agreements, partnering agreements, joint build and construction agreements, wholesale access agreements, customer agreements, programming affiliation agreements (including retransmission consent and must-carry agreements), outsourcing agreements, collocation and tower agreements, microwave relocation agreements, and supply agreements.
Ms. Richter represents clients before the Federal Communications Commission (FCC), the Universal Service Administrative Company (USAC) – Schools and Libraries Division, and Congress. Her clients span the communications and technology sector and include wireless broadband carriers, PCS carriers, device manufacturers, spectrum licensees, real estate developers, service providers in the E-rate program, cable companies/MVPDs, data centers, and fiber optic companies.
Earlier in her career, Ms. Richter was in private practice, concentrating on the regulatory and transactional representation of wireless cable, private cable, and private telephone clients. She served as counsel to the National Private Telecommunications Association, a group of entrepreneurs who provide competitive residential telephone service. She lobbied Congress and the FCC on their behalf to foster legislative reform on competitive issues.
Ms. Richter clerked for Commissioner Julie Carnes of the United States Sentencing Commission, and also for the Media Bureau of the FCC.
