Jennifer Rohleder focuses her practice on energy regulatory and commercial matters. Ms. Rohleder’s engineering background provides her with valuable insight into her clients’ operational needs. She represents electric utilities, municipal utilities, electric cooperatives, independent power producers and project developers before the Federal Energy Regulatory Commission (FERC) and state regulatory commissions on a broad range of matters, including open access transmission, generator interconnections, market-based rate authorization, certificates of convenience and necessity for natural gas pipeline construction, qualifying facility and exempt wholesale generator status, power purchase agreements, and renewable energy portfolio compliance.

Ms. Rohleder regularly advises on issues arising under the Federal Power Act, the Public Utility Regulatory Policies Act, the Public Utility Holding Company Act, the Energy Policy Act of 2005, and the American Recovery and Reinvestment Act of 2009. 

Ms. Rohleder has helped clients develop several renewable energy projects involving wind, solar and biomass generation resources. Ms. Rohleder is also familiar with federal and state incentive programs associated with the development of renewable energy resources, energy efficiency and carbon reduction.

Prior to becoming a lawyer, Ms. Rohleder served as a consultant to the Department of Energy, Office of Engineering Construction Management; Environmental Protection Agency; and Nuclear Regulatory Commission.
