Kevin O’Neill is the Deputy Chairman of the firm’s Public Policy Department and is currently the youngest member of the firm’s management team.
Mr. O’Neill believes the federal government can be your best ally in reaching your strategic objectives as a business, organization or individual. His practice therefore focuses on using his knowledge and experience to help clients navigate the complex federal legislative and executive processes to achieve those strategic objectives. Mr. O’Neill’s clients include domestic and foreign corporations, associations, municipal governments, transportation agencies, health care systems, universities and foreign sovereigns.
Associations Mr. O’Neill’s practice includes helping a variety of national associations develop and implement strategic federal government relations plans that maximize the organization’s ability to influence public policy. He has experience in helping associations execute their federal agendas and get results for their members. Most importantly, Mr. O’Neill knows how to make sure his association clients are players in the policy debates that will shape their future. For example, he recently aided an association of the nation’s leading research universities in overturning a federal agency decision to shutter a $2 billion next-generation space research project that improves American competitiveness in the hard sciences.
Education Representing some of the nation’s leading universities is an important part of Mr. O’Neill’s practice. He has worked extensively with his higher education clients on a range of initiatives that make the federal government a partner in achieving the school’s long-term objectives. He has experience in working to secure federal assistance with research in areas such as defense, alternative energy development, homeland security technology, health care, agriculture, environmental mitigation, historical restoration and various educational outreach programs. In addition, Mr. O’Neill has worked with a number of universities that are developing major research parks as economic development projects that combine education, research and creation of new industrial investments in university communities.
Transportation Mr. O’Neill has significant experience in representing many of the nation’s best transportation authorities as they partner with the federal government to solve our nation’s infrastructure challenges. In the 2005 passage of the nation’s surface transportation laws (SAFETEA-LU), he helped secure well over $1 billion in funding for the development of new major transit projects. He has also worked on a number of transportation policy challenges affecting our nation’s transit providers, local governments and state departments of transportation.
Health Care Mr. O’Neill is skilled in representing medical professionals and health care providers in a number of contexts. He has worked with associations of medical professionals as they pursue policy changes that improve the patient experience and sustain the high quality of our nation’s medical workforce. Mr. O’Neill also represents a number of hospitals across the country as they seek federal support for infrastructure improvements, expansion of outreach programs and alterations to federal funding policies that negatively influence specific operational objectives.
Political Involvement In 2001, Mr. O’Neill was part of the team of Patton Boggs attorneys who served as legal counsel for the Presidential Inaugural Committee. In 2004, he was one of the youngest major fundraisers for the Bush-Cheney reelection campaign, and is the co-founder and current president of the nation’s largest bipartisan federal political action committee (PAC) dedicated exclusively to the policy interests of college students and higher education. In the fall of 2007, Mr. O’Neill was a candidate for the Republican nomination in a special election in Virginia’s First Congressional District.
Broadcast and Social Media Going beyond traditional media, Mr. O’Neill has hosted a weekly Internet radio show and podcast since 2008. Capital Thinking provides a glimpse of what is going on in Washington and what it means for businesses. Named as one of Washington’s 2009 “Rising Stars” by National Law Journal-Legal Times’ 40 Under 40, Mr. O’Neill communicates with policymakers, lawyers and business leaders in order to present an in-depth and well-balanced report on topical issues that are important to his listeners. The Capital Thinking Internet radio show is broadcast live every Thursday at 9 a.m. EST on the VoiceAmerica Business Network and listeners can subscribe to and automatically receive the Capital Thinking podcast through iTunes. The firm most recently won a 2009 “Top Legal Marketer” award from Hubbard One. Named for “Best Use of Technology to Support Marketing Efforts,” the weekly podcast and Internet radio show demonstrates, according to Hubbard, that the firm is more than just a provider of legal services. Personal Mr. O’Neill is married to Dr. Patty O’Neill, a fundraiser at the College of William and Mary. He and Ms. O’Neill have two children and live in Williamsburg, VA. Mr. O’Neill is the current President of the Alumni Association at the College of William & Mary’s Law School. In college, he spent two years as the Syracuse Orangeman, traveling as far away as Japan to portray one of the world’s most recognizable sports mascots. He is passionate about college and professional sports, often traveling to special sporting events across the country with his wife and family.
