Katie Whelan brings extensive experience with both political parties to the firm, having served as a senior advisor to California Governor Arnold Schwarzenegger and executive director of the Democratic Governors’ Association.

Her areas of expertise in public policy include energy, clean technology, environmental, natural resources, gaming, financial services, economic development, healthcare, telemedicine, infrastructure, transportation, higher education, appropriations, Native American and regulatory affairs, and California’s national research laboratories.

Throughout her career, Ms. Whelan has developed and maintained strong bipartisan relationships with politicians from local, state, and federal governments. She has advised Fortune 500 companies, universities, non-profits, and entrepreneurs as they sought legislative changes.

At the Democratic Governor’s Association, Ms. Whelan served as national finance director, developing public policy and coordinating fundraising drives. She provided strategic insight for elections and campaigns to governors and gubernatorial candidates in all 50 states. She also served as the association’s principal liaison to the White House, Democratic Congressional caucuses, the National Governors Association, Republican Governors Association, Western Governors Association, and the Democratic National Committee.

Ms. Whelan has worked for a candidate in every presidential election dating back to Senator Ted Kennedy’s 1980 bid for the White House. She was the Democratic Governors’ Association’s liaison to the Clinton-Gore presidential campaigns in 1992 and 1996. Her presidential campaign experience also includes work for former Vice President Walter F. Mondale and former Massachusetts Governor Michael S. Dukakis. She also served as a senior advisor to former U.S. Representative Joseph P. Kennedy II.

Ms. Whelan produced environmental policy and public affairs programs dealing with climate change and the media’s coverage of environmental issues for Harvard University’s John F. Kennedy School of Government, and for the Smithsonian Institution. She has also served as national communications director for Citizens Energy Corporation, a non-profit energy Company in Boston, Massachusetts.

Ms. Whelan is fluent in French.
