Lodie White advises clients on complying with federal statutes and regulations governing the electricity industry. Specifically, she provides strategic advice to clients for complying with Federal Energy Regulatory Commission (FERC) regulations governing open access transmission, generator interconnection, and prohibitions on market manipulation and fraud. She also assists them with litigation matters before FERC. Ms. White also advises clients on energy policy, sustainability development and climate change, with special emphasis on renewable and alternative energy development, generation, and distribution.
Before joining Patton Boggs, Ms. White was a staff attorney at FERC in the Office of the General Counsel, Division of Energy Markets and Rates, and in the Office of Enforcement, Division of Market Oversight and Investigations. During her tenure in the Office of the General Counsel, Ms. White gained tremendous experience working on issues relating to Regional Transmission Organizations (RTOs), transmission, interconnection, OATT compliance, the Federal Power Act, the Natural Gas Act, and various Commission rules, regulations, and policies. She has extensive experience drafting Commission orders, Commission rulemakings, and Commission policy statements.
While in the Office of Enforcement, Ms. White investigated companies in the natural gas and electric industry for potential violations of Commission rules, orders, and regulations relating to energy market structures, activities, and participants. She also handled a variety of transmission, market, and operational issues.
Ms. White also advises foreign sovereigns on U.S. foreign policy and provides strategic advice on how best to enhance their relationships and advocate their policy objectives with the U.S. Government. Specifically, she works with non-governmental organizations (NGOs) and other international entities, focusing on human rights issues and energy development.
During her academic years, Ms. White served as chair of the Washington College of Law International Law Association and was a member of the Business Law Association.
