Matthew Cutts counsels clients on a diverse range of matters, incorporating his experience in municipal representation and complex litigation strategy to assist local governments, cities, and not-for-profit clients in dealings with federal executive agencies and congressional offices. To help clients further their agenda in Washington, Mr. Cutts advises them on a variety of topical issues affecting their funding and program operations. His practice integrates counseling on the design of effective policies and programs with traditional advocacy for implementation through legislative or administrative action.

Mr. Cutts’ advocacy also draws upon his expertise in complex litigation matters, wherein he advises clients on complex civil litigation and criminal cases involving corporate and business activities. His civil litigation practice focuses on business dispute and fraud cases and his criminal cases involve business entities under investigation by state and federal authorities. He also counsels public officials facing Congressional or other federal investigations. Mr. Cutts also serves on the firm’s Recruitment Committee.

By Mayoral appointment, Mr. Cutts serves as the Chairman of the Board of the D.C. Sports and Entertainment Commission, an independent arm of the DC government responsible for promoting sports and entertainment events in the DC Metro area. The Commission spearheaded the construction of a $600 million baseball stadium for the Washington Nationals Major League Baseball (MLB) franchise.

Mr. Cutts plays an instrumental role in several non-profit and community organizations in the Washington area. He serves as Chairman of the Board of the Pearl Coalition, an organization dedicated to the restoration of “The Pearl”, a Chesapeake Bay Schooner that was chartered by free African Americans to help 77 slaves escape to freedom. Cutts and the Pearl Coalition are currently restoring a replica of the Schooner to its original likeness so that will one day be a fully operational sailing vessel and cultural destination on the Potomac and Anacostia Rivers.

Mr. Cutts is also a board member of the Washington Nationals Dream Foundation, the philanthropic arm of the Washington Nationals, and a board member of the Greater Washington Sports Alliance, a business organization that promotes sports in the Greater Washington area. He is also active in the Ron Brown Scholar Program, a non-profit organization that provides promising young African Americans with the financial resources to attend some of the finest colleges and universities in the county.

Previously, Mr. Cutts served as the senior law clerk to Chief Judge Annice M. Wagner of the District of Columbia Court of Appeals, where he worked on a host of issues ranging from complex Constitutional questions involving the First, Fourth, and Fifth Amendments, to the application of the rules of civil procedure. Also, as the senior law clerk, he worked extensively on administrative issues facing Chief Judge Wagner.
