Manny Rossman is a respected Capitol Hill veteran with a decade of senior-level experience in the U.S. Senate, U.S. House of Representatives and, since 2009, in the Breaux-Lott Leadership Group. He specializes in tax, financial services and legislative process, and has worked extensively on energy policy, health care, labor, international trade, transportation and other legislative and regulatory issues.

Immediately before joining the Breaux-Lott Leadership Group, from 2007-2009 Mr. Rossman served as Chief of Staff for two successive Senate Republican Whips, Senators Trent Lott and Jon Kyl.

As Chief of Staff, Mr. Rossman was the lead advisor and strategist to the Whip and his team of Deputy Whips, and was responsible for formulating strategy, building support and implementing the legislative priorities of a diverse caucus across all issues before the Senate, including legislation related to tax, financial services and energy exploration. He was the principal liaison from the Whip office to Senate and House leadership offices, Committees and Member offices, and to the Bush and Obama Administrations.

Before his Chief of Staff appointment, Mr. Rossman focused on the legislative activities of the Senate Finance and House Ways & Means Committees. In 2005-2006, as Senior Policy Advisor to Sen. Lott, he played a leading role in shaping major tax, international trade, health care, energy and pension legislation before the Finance Committee and the Senate. In 2003-2004, as Legislative Director to Rep. Phil Crane, then-Chairman of the Ways & Means Trade Subcommittee, he contributed to numerous tax and international trade bills and resulting legislation. Prior to this, Mr. Rossman acted in various advisory capacities to Rep. Crane and Rep. Bill Archer, then-Chairman of the House Ways & Means Committee.

Mr. Rossman joined the Breaux-Lott Leadership Group in 2009. Since that time, drawing on his substantive knowledge and parliamentary expertise, he has helped numerous clients achieve their legislative and regulatory goals by developing and implementing legislative strategy on a broad range of issues before the U.S. Senate, U.S. House and Administration.

Mr. Rossman’s policy expertise and legislative acumen have been recognized in publications including National Journal, The Washington Post, The Hill and Roll Call, which on several occasions named him a "Fabulous 50" staffer on Capitol Hill citing his legislative expertise, ability to drive results and access to key lawmakers.
