A former White House official, Robert Kapla advises foreign sovereign governments on U.S. policy and provides strategic counsel on how best to enhance their relationships and advocate policy objectives with the Legislative and Executive Branches of the U.S. Government. In particular, he assists foreign governments on matters including international trade and trade policy, international development, foreign aid, debt relief, foreign investment, energy development, elections, territorial disputes and international treaty negotiations. Mr. Kapla has experience representing governments in many regions of the world including Latin America, Africa, Europe and Eurasia, South and Central Asia, and East Asia and the Pacific.
His past government experience enables Mr. Kapla to interpret and navigate the complex legislative and regulatory issues often associated with doing business in the U.S. and abroad. For example, Mr. Kapla counsels foreign and domestic companies on international trade matters before the U.S. Congress, the Office of the U.S. Trade Representative and the Departments of Agriculture, Commerce, State and the Treasury. He also provides strategic guidance to multinational companies on matters concerning international law, international trade negotiations, entry into foreign markets and tariff and non-tariff barriers to trade.
Mr. Kapla’s grasp of the legislative process has allowed him to develop, implement and manage targeted legislative strategies that enhance the economic success of his clients. He also provides strategic counsel to assist clients in understanding and traversing the often confusing U.S. federal agency decision making process.
- Assisted a Latin American government in securing Congressional passage of its free trade agreement with the U.S.
- Provide strategic guidance to a major East Asian government concerning its relations with the U.S. Congress.
- Helped a large U.S. agricultural producer secure immediate duty-free treatment for its product under the pending Korea-U.S. Free Trade Agreement – a potential US$37 million market.
- Advise an E.U. member government on its bilateral relations with the U.S.
- Provided guidance to an Eastern European government in negotiating a double tax treaty with the U.S.
- Represent a Latin American business chamber in its support of the U.S.-Colombia Trade Promotion Agreement.
- Provide pro bono counsel to a U.S. non-profit organization working to reform the Foreign Assistance Act of 1961.
- Helped open an estimated US$20 million market by working with the U.S. Government to remove tariff and non-tariff barriers on a U.S. industry’s exports to a Near Eastern country.
- Counseled an African government in its successful removal from the Tier 2 Watch List in the U.S. Department of State’s annual Trafficking in Persons Report.
- Advised a major U.S. business coalition on the design and implementation of a nationwide campaign that resulted in Congressional passage of the “Henry J. Hyde United States-India Peaceful Atomic Energy Cooperation Act of 2006.”
- Advise a non-profit Afghan-American organization working to strengthen the U.S.-Afghanistan partnership.
