Robert Brams chairs Patton Boggs' Construction Law Group and has 25 years of experience in negotiating the various complex contractual arrangements associated with the development of major engineering and construction projects and in litigating the disputes arising from public and private sector projects. Mr. Brams regularly assists owners, developers, architects, engineers and contractors on a broad range of domestic and international matters involving facility and infrastructure development, public private partnerships, project delivery, procurement, project management and the preparation and negotiation of complex supply and service contracts.  Mr. Brams’ practice also focuses on bid protests, as well as the mediation, arbitration and litigation of performance disputes involving federal, state and overseas construction and engineering projects, including related contracts for materials, equipment and services.

Mr. Brams regularly serves as lead counsel in dispute resolution and project development matters involving:
  • Rail, light rail, bridge, highway, airport and other transportation and infrastructure projects
  • Corporate headquarters, embassy and other office buildings
  • Hotel, retail, residential and mixed-use facilities
  • Manufacturing plants, data centers and school/university facilities
  • Hospitals and laboratories
  • Power, water and waste water, waste-to-energy, refining plants and dams.

On government projects, Mr. Brams counsels civilian and defense contractors on procurement fraud, compliance, defective pricing, debarment and suspension issues, and matters arising under multiple award schedule and other task and delivery order contracts.

Mr. Brams is a frequent lecturer and author on construction and procurement law matters.
