Construction Projects, Infrastructure, and Finance
Patton Boggs' Construction Projects, Infrastructure, and Finance Group responds to the increasingly difficult business challenges our construction industry clients face across the United States and throughout the world. The Group’s collective knowledge of key aspects of, and best practices in, the development cycle allows us to effectively advance our clients’ interests. We provide counsel that fully supports client goals from the beginning to the end of a project – including concept development, finance, design, construction, and operation of capital facilities.
Our firm understands that owners-employers, contractors, technology suppliers, engineers, developers, operators, and investors are confronting a complex and fluid competitive procurement infrastructure environment, in which they are increasingly involved in project creation through teaming arrangements, public-private partnerships, enhanced use leasing, and other innovative project delivery and finance mechanisms. We have extensive experience in the development environment, from vertical construction in mixed use and other contexts through stadium complexes, transportation, water, sewer, and energy projects. Our Group consists of:
- Project finance attorneys who have represented clients in numerous innovative financing projects established on the strength of long-term operating leases with public entities
- Public policy attorneys who enjoy a superb reputation for assisting clients in obtaining and retaining strong political, policy, and funding support for essential projects
- Enhanced use leasing attorneys who have closed more deals with the U.S. government than any firm in the United States
- Procurement, construction, and transactional attorneys who have international reputations for understanding and applying “best practices” in procurement, project delivery, and contract terms
- Construction litigation and arbitration attorneys who are known throughout the world for effective, focused representation of clients in all dispute resolution forums
The Construction Projects, Infrastructure, and Finance Group enables its private sector clients to enhance their competitive advantage in the marketplace and allows its public clients to achieve practical improvements in the performance of their capital projects and infrastructure networks.

Several firm attorneys have degrees in civil engineering, while others have held in-house counsel and management positions in the construction industry and have practical experience working with the construction industry through extensive representation of the firm’s clients. This includes representation of public and private owners/employers, developers, contractors, subcontractors, suppliers, architects, engineers, construction managers, design-builders, sureties, insurers, industry organizations, and financing institutions operating throughout the United States and abroad.
The diversity of the firm’s construction practice has led to innovative – and sometimes unprecedented – solutions to the problems confronting our clients.
Senior members of the Group have served as Chair of the ABA Section of Public Contract Law, as officers of state engineering associations, as trustee of the Design Build Institute of America Research Foundation, as chair of construction committees for regional and national building industry associations, and as advisors and editors for leading construction and public contract publications, including West Publishing Company’s Construction Contractor and the ABA’s Public Contract Law Journal.
