Stephen Díaz Gavin combines public policy skills and advocacy with traditional legal acumen and litigation experience to help a diverse range of clients, both international and domestic, in dealing with legal and policy issues facing them the United States.

Mr. Gavin has been a leader for many years of a Patton Boggs team representing various foreign clients in U.S. litigation matters.  He has also advised foreign private sector clients on matters before the U.S. Congress, the executive branch, and independent agencies. Over the years, he has also advised foreign governments and foreign government entities on issues involving various aspects of relations with the United States.

In addition to work for his international clients, Mr. Gavin also advises domestic clients in the energy, communications, and technology fields on various legislative issues. He also directs administrative and civil litigation matters, including appellate cases, for clients in varied fields.

In the communications sector, Mr. Gavin has advised clients on FCC regulatory matters, including administrative litigation, license application and enforcement matters, as well as state regulatory proceedings. In addition, Mr. Gavin has served on several occasions as an expert witness on FCC practice and procedure.

Mr. Gavin is a native Spanish speaker. In addition, he is proficient in French and reads and understands Portuguese. He is also a member of the Firm’s Diversity Committee and its Pro Bono Committee.

Representative Matters
  • Leader of Patton Boggs team representing Bloomberg L.P. before the Federal Communications Commission in connection with claims of competitive harms arising out of merger of Comcast with NBC Universal.  Comcast Corp., General Electric Co., and NBC Universal Inc. For Consent to Assign Licenses and Transfer Control of Licenses, (rel. Jan. 20, 2011).
  • Led Patton Boggs team representing Banco Dominicano del Progreso, S.A. and its shareholders in cases in Florida and the Dominican Republic to recover assets stolen by its former president. Banco Dominicano del Progreso v. Pedro Castillo (11th Judicial Circuit in and for Miami-Dade County), 6-F Corporation v. BDP International Finance Corp., 29 So.3d 352 (2010) (Fla. Ct. of App. 2010), including successful defense of forum non conveniens claim.
  • Pliva, d.d. v. Baxter International, Inc., 2004 WL 20391 (N.D. Ill.): Developed and led strategy for Patton Boggs team on behalf of major Central European firm that resulted in 2004 in successful defense against U.S. jurisdiction challenge on grounds of forum non conveniens by the U.S. defendant.
  • Developed and implemented strategy that permitted the settlement of years’ old litigation in Central America and the U.S.
  • Led Patton Boggs team that developed and carried out strategy for successful suspension by Congress of import tariff on behalf of major utility company holding company.
  • New World Radio v. F.C.C., 294 F.3d 164 (D.C. Cir. 2002): Successful defense of challenge to question of first impression regarding renewal of a license by the Federal Communications Commission.
  • Damsky v. F.C.C., 199 F.3d 527 (D.C. Cir. 2000): Successful defense of challenge to agency decision approving settlement of lengthy administrative litigation.
  • Developed strategy and led Patton Boggs team that successfully lobbied for amendment of Communications Act that permitted settlement of numerous cases long held up at the FCC.
