Tim Vanderver has assisted clients in a broad range of housing and housing finance matters since coming to Patton Boggs in 1976. His efforts have primarily involved the Department of Housing and Urban Development (HUD), Fannie Mae, and Freddie Mac. His expertise in these matters has been enhanced by his three years at HUD a number of years ago, at which he was a senior political appointee.

At Patton Boggs, Mr. Vanderver has principally represented a number of mortgage bankers, both with respect to enforcement actions against them, in negotiating and closing multifamily transactions, and in other issues involving HUD, Fannie Mae, and Freddie Mac. A number of his recent activities have related to defending mortgage banking institutions against sanctions proposed by HUD’s Mortgagee Review Board.

Mr. Vanderver has also assisted with a number of other issues for mortgage bankers, as well as defending proposed sanctions against other participants at HUD and at GSEs. For example, he represented a major public housing authority in the early 2000s, defended it against charges of incompetence, and represented it in a large bond offering. Mr. Vanderver’s experience in other housing financing areas includes extensive experience in the Real Estate Settlement Procedures Act of 1972, as amended.

Mr. Vanderver has practiced energy and environmental law during and since his government service a number of years ago, with a focus on policy issues in the legislative and administrative arenas. While at Patton Boggs, Mr. Vanderver has represented a number of energy and energy-related companies such as oil and gas pipelines, nuclear power producers and independent power producers. In recent years, his energy practice has concentrated on alternative and renewable energy, including nuclear, solar, wind, biomass and waste-to-energy.

Mr. Vanderver’s extensive environmental experience includes counseling clients on federal and state environmental statutes utilizing his thorough understanding of the Comprehensive Environmental Response Compensation and Liability Act of 1980 (CERCLA), the Resource Conservation and Recovery Act (RCRA), the Clean Air Act and the Clean Water Act. He has been directly involved in or responsible for representation at more than one hundred Superfund sites. Mr. Vanderver has participated in numerous environmentally-based legislative, administrative and litigation activities, and has handled the environmental aspects of a number of business and real estate transactions.
