Vinoda Basnayake assists foreign governments and international corporations in a range of legislative and policy matters. Mr. Basnayake focuses his practice in the Public Policy and International areas, helping clients navigate Washington’s legal and policy arenas and providing strategic counsel to clients regarding international policy and business affairs.
Mr. Basnayake advises foreign governments on U.S. policy and on how best to enhance their relationships with the U.S. government and advocate their policy objectives. Mr. Basnayake has organized and participated in congressional delegations, trade missions and regional economic conferences for sovereign clients. He has also advised international corporations looking to enter new markets or enhance their international operations. Mr. Basnayake has an extensive network of contacts and access to specialized local resources throughout the Middle East and South Asia.
Before joining Patton Boggs, Mr. Basnayake worked for the World Bank’s Development Economics Group and served as the interim director of the International Trade Center’s International Gateway. He also worked for U.S. Congressman Ronald Dellums (CA-9).
In addition to his international experience, Mr. Basnayake has strong local connections within the Washington community. He was appointed by former Washington D.C. Mayor Adrian Fenty and confirmed by the D.C. City Council to serve as commissioner of the D.C. Small and Local Business Opportunity Commission. Mr. Basnayake is also a board member of DC Vote, an educational and advocacy organization dedicated to securing full voting representation in Congress for the District’s residents. In both 2010 and 2011, he was listed as one the most influential Washingtonians under 40 by Washington Life magazine, and was named one of Washington’s “Power 30 Under 30” in 2010.
